3、Qualification Requirements For Bidder
Qualifications or Performance:2.1 The bidder shall be an independent legal entity established and validly existing in accordance with the law in the People's Republic of China or a country or region that has normal trade relations with the People's Republic of China. The tenderer does not accept bidders in the form of a consortium.
2.2 Manufacturer's letter of authorization: The bidder must be the manufacturer of the main foam fire truck or the manufacturer's only authorized agent for this project. The manufacturer must not participate in the bidding of this project with its authorized agent, otherwise the relevant bids will be invalid. If you are an agent, you need to provide the original unique authorization letter issued by the manufacturer for this project.
2.3 Performance Requirements: When bidding, at least 2 units of the same model of product must be provided from January 1, 2020 to the bidding deadline (based on the contract signing date), and a valid copy of the contract must be provided (the contract should include the first page, stamped page, and equipment list page that can reflect the equipment name, model, and supply quantity, stamped with the bidder's and manufacturer's official seals). The seller of the contract may be a bidder, manufacturer, or other agent.
2.4 After sales service: Manufacturers should have permanent after-sales service agencies or authorized agents within China. When bidding, for the products being bid on, an after-sales service authorization letter issued by the manufacturer for this project should be provided, in a self drafted format, and stamped with the official seals of the bidder and the after-sales service agency manufacturer.

The evaluation results will be publicly announced on the Bilibili and China International Tendering Network.
2.6 If a bidder has accumulated more than two invalid complaints within six months before the bid deadline or more than three complaints within one year (which have been publicly announced on the China International Tendering Network), the tenderer will reject their bid.
2.7 Bidders shall strictly abide by the relevant laws and regulations of China, and the bidding documents shall comply with the relevant provisions of Chinese laws and regulations.
2.8 Bidders shall not have any vested interests with the tenderer. If the unit leader is the same person or if there is a controlling or management relationship between different units, they shall not participate in the bidding for the same project (same section) at the same time. Any affiliated institution (unit) of the tenderer that does not have independent legal personality, and any legal person or its affiliated institution (unit) that provides design and consulting services for the preliminary preparation or supervision work of the tender project, shall not participate in the bidding of the project (same section).
2.9 Bidders must meet the above qualification requirements for qualified bidders and provide detailed supporting documents in the bidding documents as required. Failure to provide or provide valid supporting documents that do not meet the above requirements will result in the rejection of the bid.
