4. According to the "Notice on Implementing Joint Punishments for Discredited Persons Subject to Enforcement in Bidding and Tendering Activities" issued by the Supreme People's Court and nine other departments, bidders (or all parties in a consortium bid) must not be discredited persons subject to enforcement. The tenderer (or tendering agency) will conduct a credit check on the bidders (specifically, the credit check on the "Credit China" website www.creditchina.gov.cn on the day of bid opening shall prevail). If a bidder is found to be a discredited person subject to enforcement, the bid evaluation committee will reject its bid.
