Overview:covering an area of 1,587.3 mu (1 mu≈0.0667 hectares). The construction scope includes all production units, utility engineering and auxiliary facilities required for the following:500,000-ton/year coal-to-synthetic ammonia unit, two 360,000-ton/year nitric acid units (2*360,000 t/a), an 860,000-ton/year ammonium nitrate unit (comprising two 250,000-ton/year solid ammonium nitrate units and two 180,000-ton/year liquid ammonium nitrate units, i.e., 2*250,000 t/a (solid) + 2*180,000 t/a (liquid)), two 250,000-ton/year nitro-compound fertilizer units (2*250,000 t/a), a 20,000-ton/year electronic-grade nitric acid unit, a 5,000-ton/year electronic-grade ammonia water unit, a 5,000-ton/year electronic-grade ultra-pure ammonia unit, as well as a unit for 150,000-ton/year industrial-grade liquid carbon dioxide and 50,000-ton/year food-grade liquid carbon dioxide.

*3.1 Qualifications or Performance Required of Bidders:
In addition to the supporting documents that bidders must provide as specified in the 2014 Edition of Standard Bidding Documents for International Tendering of Mechanical and Electrical Products (Volume I), bidders shall also submit the following materials:
Overseas bidders:
(1)Overseas bidders must provide relevant registration certification documents.
(2)The original or a copy of a credit reference issued by the bidder's bank within three months prior to the bid opening date.
(3)Provide at least one sales performance record of lean methanol liquid pumps that is the same as or similar to those required for this project, covering the period from January 1, 2010 to the present (with the time subject to the contract signing date). The supporting materials shall include: a copy of the performance contract, a copy of the corresponding invoice, and a user certification proving that the pumps have been operating successfully for one year or more.
(4)Joint venture bids will not be accepted in this tender.
Domestic bidders:
(1)The bidder shall be a legally registered domestic legal person or other organization with the capacity to undertake the tendered project.If a legal person or other organization bids, it must provide a valid business license or institutional legal person certificate;If a branch bids, it must provide a valid branch business license, along with the parent company's valid business license and an authorization letter issued by the parent company specifically for this project.
(2)A valid basic account opening permit or supporting documents verifying basic account information.
(3)Proof of general taxpayer qualification, such as a general taxpayer qualification certificate issued by the tax authority, a recently issued special VAT invoice, or a screenshot of the general taxpayer query result from the tax authority's official website.
(4)The original or a copy of a credit reference issued by the bidder's bank within three months prior to the bid opening date.
(5)For bids submitted by agents, the following documents must be provided: a sole agency authorization letter for this project issued by either the manufacturer, the sales company established by the manufacturer, the sales company established by the manufacturer's parent company, or the parent company itself. (If the authorization is issued by a sales company or the parent company, supporting documents proving the affiliation with the manufacturer shall be provided.) This provision applies only to products outside the customs territory; bids submitted by agents for products within the customs territory will not be accepted.
(6)Provide at least one sales performance record of lean methanol liquid pumps that is the same as or similar to those required for this project, covering the period from January 1, 2010 to the present (with the time subject to the contract signing date). (7)The bidder shall not be listed in the List of Seriously Illegal and Untrustworthy Enterprises (Blacklist) on the National Enterprise Credit Information Publicity System, the List of Seriously Untrustworthy Entities on Credit China, or the List of Dishonest Persons Subject to Enforcement on China Enforcement Information Publicity Network (the persons subject to enforcement include the bidder and its legal representative).
